reply rules
in groups the bot always replies when mentioned or replied to.
per-group mode and proactive openers
group mode: mention = only when mentioned or replied to. member = also joins the conversation like a user (random chance on unaddressed messages when the global group setting is "all groups"). off = ignore.
proactive: kola opens a chat from its memory: off, daily, or every few days (random 2 to 4 day gap). checked every 30 min, skipped while paused or in sleep hours.

on: kola waits between sends into a chat, honours hourly and warm-up caps. messages aimed at kola (mention, reply, question) skip the chat cooldown.
the random spread on top scales with activity (low waits longer, high is quicker). messages aimed at kola skip the chat cooldown. a hard 10 messages/min ceiling applies when cooldowns are off.
